OK i did find a previous thread (which i did start in 2008)
it seems you have to use
RUN CMD "/k dir" 

Now my aspell line looks like
RUN "c:/Program Files/aspell/bin/aspell" " list --mode=sgml -l $Lng <$File2C" WAIT

expecting output in the Gui4Cli output window, 
(or elsewhere , ashellike window aspell.exe opens bu nothing is written
 
or 
RUN "c:/Program Files/aspell/bin/aspell" ">Ahom:/Spll_List list --mode=sgml -l $Lng <$File2C" WAIT

neither works
