Just an update - the default in the manifest is "asInvoker", ie whatever
you choose in the compatibility tab of the file properties dialog. I had
changed it in the manifest for some reason I can't remember and it ran in
administrator mode no matter what you set in the compatibility tab. I fixed
it now, so that you can choose.
Still, for drag and drop to work, gui4cli must not be run in administration
mode, because the shell (desktop, file explorer etc) are run in
non-administrator mode, so drag and drop between them is forbidden.
Looks like overkill from MS.
