I believe the locks are too transient to catch that way.
 
I attempt to delete the folder – I get an error message.  Just
repeat the delete and it gets farther.
 
The idea that it might be something triggered by the delete –
the cloud backup program – which releases it very quickly is believable.

Why not use process explorer to figure out
which application has locked the handle?

Try turning one/both of them off and see if the
problem persists...

It’s not true.  If I repeat
the delete request it proceeds farther,  usually hits the same message
repeatedly.  Eventually all the files/folders go.  I get the same
problem with automated processes like MSBuild deleting a whole folder structure
before trying a build.
 
Any ideas on how to fix it? 
It’s becoming really annoying.  It didn’t use to happen so I wonder if
some Windows Update fix (I drink *all* the Kool-Aid) has foisted buggy
code on me.
 
Environment – WinXP + SP3 – I take
every patch from Windows update.
