Bar not showing when mouse overs over top edge

Hi. Not sure if this has been asked before, I did do a search but did not find a relevant topic. I am on Win 7, using PowerPro 5.3.31 and using a restricted user account and the problem is that when I hover the mouse at the top edge my bar fails to slide down. I am using the same pproconf file that I've had for years under win98.: Under Command List properties > Bars I have: Position:- Fixed top center, Lock To.. is grayed out. Monitor for fixed:- Main Hide after: 100 Show if bump:- Nearest edge Slide direction:- Default. Round Bar: 1, all 200:- Milliseconds mouse held at edge to show it Not sure what other setting could be affecting it. Would enabling Bump must be within bar help? My screen resolution is set at 1600 x 900 - Landscape. The only way that I have found for it work and then not always the case is to have another program's window placed at the center top edge of the desktop ( I use the Stickies program) and the bar the slides down but not always, it's quite sporadic and only when I hover within the bounds of the Stickies window and only in certain places. I am baffled by this behaviour and would appreciate any help in finding a solution. Thanks in advance.
