I know this was a year ago, but I'm running into the same problem. (I went back to an old laptop running Windows 7 for a while; that eventually died; got a new one running Windows 10, so I'm back trying to figure this out.) I tried setting powerpro.exe *not* to Run as Administrator: it will start up automatically, but gives me the error message "Unable to start ppro64.exe. Ensure it is set to run as administrator. Re-install if not in PowerPro exe folder." ppro64.exe is indeed set to run as administrator (though powerpro.exe is not), and it's in the correct folder. 
 

 And I just tried installing the latest version, which specifically says to make sure PowerPro runs as administrator. I'm running Windows 10 Home 64-bit: are you running 32 bit, perhaps? Is this just something that won't work on this OS version? (It sure works fine on my desktop machine, running Windows 7 64 bit.) Puzzling issue.
