I found another way to test this, although it is more of a novelty than another useful test. 

 PowerPro itself can display the context menu for a file (but not a folder) if you right click on a file from the menu displayed by menu folder.
 

 But one a 64 bit system, PowerPro's entries did not appear because PowerPro is a 32 bit program, therefore when it displays a context menu it required 32 bit support even on a 64 bit system.
 

 PowerPro configure won't install 32 bit support on a 64 bit system, so I wrote a small program to install such support.    
 

 I found that the context menu display by PowerPro did display icons correctly, even for multi-columns.  This to me is more evidence that the PowerPro implementation is not at fault.  
 

 (Note:  the context menu displayed by PowerPro on 64 bit systems will likely be incomplete because PowerPro cannot included programs which have only installed support for context menus from 64 bit programs, like Explorer itself).
