hot key won't fire if installed in "program files"

I used to not install powerpro program files, and keep *.cfg and everything in the powerpro folder. Recently, I try to follow the official thought to install it in the program files and keep the cfg file in the users' roaming folder.

powerpro can run automatically at startup, but hot key doesn't work. Any thoughts?
I'm using Windows 10.
