Is this configured as a hot key?  If so, I'm afraid it worked for me in Windows 10 test using "debug test" as the hot key command. 

 Try changing to that hot key command to see if that is involved.
 

 You could also try changing Key Setup|Key Intercept to  New 2 (note 2), separate thread.
 

 It's also not clear whether this always happened with win7 or just started recently after working successfully under win7.  If it just started recently, check for interfering program that may be intercepting or blocking hot keys.  For example, newer versions of Firefox did that to me a while back and that was one reason I gave up on it  (it shows improper implementation of hot keys in that version of the program).
