BTW, another approach that may be good enough for you would be to use an ascii character >128 as the gui tool tip.   Worked for me with ¼ as the character.  Then use this in both gui-created and script-created cl's 

 However, this requires that you are using the .35 (non-Unicode version, since extended characters are not available for Unicode (they are used for PPro's single byte Unicode encoding internally).  Even if that is so, this assumes you are not using those extended ascii characters as part of your alphabet for tool tip text.  Also, if you have a lot of tool tips in gui you'd have to update manually (or export command lists, edit, and re-import).
 

 If you try this, test with one tool tip first, and take lots of backups of pcf.
