BTW, another approach that may be good enough for you would be to use an ascii character >128 as the gui tool tip.  Worked for me with ¼ as the character.  Then use this in both gui-created and script-created cl's 

 However, this assumes you are not using those extended ascii characters as part of your alphabet.  Also, if you have a lot of tool tips in gui you'd have to update manually (or export command lists, edit, and re-import).
 

 If you try this, test with one tool tip first, and take lots of backups of pcf.
