MoMoving or placing a bar to a specific location via a setting or a script

Hello to all ( and especially to Bruce)

Is there a way to set a bar (Command List) to a specific position , either via a static setting or a script command ?
I'm using a "importcl" but did not find a way to put the to a specific location (H/V) on the Display1

I've searched the help, w/o success. May be I'm too stupid ...
