Keep bar from "lighting up" on hover?

I have a no-border/flat/topmost/255-transparent bar displaying one button with informational text (no actions).  Can I keep it from "lighting up" (showing its border) when I hover on it?  I have a similar one on another machine; it doesn't light up on hover but I can't fids a difference in the settings.

 

 also ... do offsets work for a "Position: Taskbar" button?  Whatever offsets I specify, it reverts to the left side (on top of the start button) and near the top of the taskbar.
 

 I'm using PowerPro 5.3.35, Win10, Professional Insider preview.
