drop down box or something like it.

I know I asked this before, but I cannot get it to work. I am wanting to
make a actionfolder popup that when you click on a label, you have a
list of files in a folder. In this case it would be color schemes,
surface textures, weather locations... yadda yadda yadda. I am wanting
to be rid of comdlgs. I love the module, but I hate you cannot specify
the starting folder.
 
I would like for it to appear as a drop down, but if I click on a label
I get a folder in a popup then it list out the folder. So I guess I am
wanting to have the main popupbe the action folder. Is this possible?
