Something like this will give you a single "top-level" popup, despite the fact
that it looks like it'd be a subfolder (honest, I actually *tried* it!):
*Popup "Select color scheme" !new !popupSchemes
*Popup "Select color scheme"
!popupDynamicACtionFolder:!apply_colors:"$SchemesDir$"
*Popup ~New
