IIRC, there is a themeselect.rc file in the "themes" folder. (I say IIRC 
because I've modified my setup somewhat from the default configuration.) 
The contents of that file ought to be updated whenever you change 
themes, and when LS recycles the new theme name is read. If the popup is 
recycling, but not changing the theme, then perhaps the command has been 
  "broken" somehow? Is the path to the theme changing utility correct in 
the popup? Have you moved or renamed the theme-changing EXE or the 
folder containing it? Do you have write permission for the 
themeselect.rc file? Can you manually edit it (carefully) to point to a 
new theme, and then recycle to switch to that new theme?
