This idea fits in nicely with an idea I had.  I use both BartPE and 
UBCD4Win for troubleshooting and diagnostic purposes.  Both of these 
distributions are used by many people to boot into XP/2000 from a CD so 
you can troubleshoot your computer.  BartPE, which UBCD4Win is based on, 
uses Geoshell for their shell.  Ever since the first time I used them, I 
wished that Litestep was the replacement shell they picked because I 
find modifying text files an easier way to configure the shell then the 
Geoshell method, which uses the registry.

Some of the advantages of creating a Bartpe/UBCD4Win (B/U) listestep 
distro is that the people who use B/U are technical people who usually 
have a high knowledge of windows.  They also have not released a Vista 
version, so we are guaranteed XP/2000 as the windows version.  All we 
would need is a default theme that mimics explorer with the start button 
and system tray and we would be good to go.  I would then suggest having 
various themes for the different functions of B/U, such as hard disk 
maintenance, spyware/virus removal, a diagnostic theme for unknown 
problems.  As they switch themes, the icons on the desktop would change 
but a right click on the desktop would always be the same.

Since Geoshell has a problem with litestep (from the geoshell website), 
if we could get Litestep working on Vista before they fix Geoshell it 
may be easier to convince the B/U people to integrate Litestep into the 
distro.

If we wanted to, we could also promote a "Windows for Linux Users" cd.  
This would have multiple themes that mimic various desktop environments 
such as Gnome, KDE or XFCE for people who boot windows in a virtual machine.
