I'm not sure what you mean by "still". Hosting ActiveX controls, 
including WebBrowser control, is implemented in ATL; WTL doesn't provide 
its own independent implementation. However, you could always link to 
ATL statically, and didn't need ATL DLL.

With sufficient thrust, pigs fly just fine. However, this is not
