Download WTL 8.1 tarball from http://wtl.svn.sourceforge.net/viewvc/wtl/trunk.tar.gz?view=tar and unpack.

Run one or both (if you have both) of \trunk\wtl\Wizards\AppWizMobile\setup90.js for VS2008, \trunk\wtl\Wizards\AppWizMobile\setup80.js for VS2005.

It 'should' be enough.
