The steps in the article are not needed if you use the WTL App Wizard,
since it injects code to do the same. Use setup100x.js to install WTL App
Wizard for VS2010 Express.

I tried WTL with VS2010 Express and it works fine. You need to get ATL from
the older version of Platform SDK (for Windows Server 2003 R2). You can
find it here:
