And why does it need to? Things that are clearly layered on 
top of XFree86 don't need to be shipped with XFree86 - just
for the sake of modularity.
This should not be viewed as prejudice against anything.

There may be parts that make sense to be shipped within XFree86 
(libs that interface directly with the X protocol extensions for 
example).
But we can decide what gets shipped where when we see code. 
Currently there is too much theory and I would like to get 
over this soon.
