There is a lot more that needs to be done than just "Improved 
communication/dialogue". New infrastructure and process is definitely 
needed. 

wever I don't think Havoc is saying at all that this means 'dismantle the 
BOD', 'kick out the core team' and 'start from scratch'. Rather I expect 
he means that the current system should be extended. More people with CVS 
access. Get more people assigned responsibility for specific areas of 
XFree86 etc. The BOD and core team can remain intact, just extend the 
infrastructure so that there are many more warm bodies that can get real 
stuff done.
