My strawman proposal was to build a slightly wider infrastructure that
included more projects and people than what XFree86 is today, but the
current XFree86 core would continue to make their own decisions about
their project.

i.e. build more stuff around XFree86, rather than changing XFree86.

However, use a shared infrastructure so the barrier to cooperation is
low rather than high, as a practical matter.
