SDK only drivers

Can anyone comment on how hard would it be to make possible building
drivers against installed XFree86 instead of compiled XFree86 tree ?

Yes, I know about servers SDK, but this does not appear to be distributed
anymore. Also, it would be nice if this applied to Mesa drivers too.
