In fact, there is not a lot of developers working on XSVG.
It can be that they are just too busy at a moment to flood mailing list with 
mails.

In what aspect of XSVG you are interested in?
In a short, I can tell you that sources are quite compact and easy to read, so 
if you want to learn about technology - you can do that by reading sources.
In order to get XSVG/Xr/Xc running correctly, you need XFree86 4.2.99 or newer 
(4.3.0 release).
Render ext. from XFree86 4.2.0 is not compatible with Xr/Xc/Xsvg (it misses 
'trapezoid' primitive)
