You might want to check out the linux toshiba utilities and toshset.  I
believe they have the ability to turn TV out on and off on certain
toshiba notebooks using the BIOS (actually using the SCI/HCI
interface).  perhaps it would give you a clue as to how to procede.

That actually makes a lot of sense, most laptops have the TV-Out switch

bound to a key combination as well. This suggests that the change-over 
should be trivial.
