I am not totally sure, but from the code it looks like it is being used when people use a different background for each workspace. Then helper (wmsetbg) is then called everytime you change workspace to set the corresponding image.
I have no idea how it is possible to do this except from editing the preference file manually, but I am probably wrong and I'd bet there is an exemple in the NEWS file which dates from the introduction of the feature. (yes, that's probably quite old).
