wm-user mailing list:  646 members (currently), high back in 2000-2001 was

http://windowmaker.org/stats/ shows the web stats for the past 12 months. 
The numbers have dropped somewhat over the last several years.  Back in 
the day when a new release was worthy of a /. article, the monthly hits 
were in the 3-4 million range.  In this case, the monthly "visits" column 
represents unique visits to the site and is probably the most accurate 
measurement of popularity.

Roughly 5000 people have downloaded 0.91.0 via ftp/http since its 
release, although some of these are duplicate downloads.  Obviously, many 
more people are still using older versions.
