Window Maker is just a window manager. If you want to try out GNUstep,
you will have to install GNUstep and a few apps. GNUstep is located at
http://www.gnustep.org

It looks like you didn't run the wmaker.inst script under your own
account (not root). This will create the ~/GNUstep directory structure
in your home dir, copy some config and menu files and set it as your
default window manager. In order to use Window Maker, you might want
to read all the documentation located here:

With regards to gnustep, you might want to read some of the docs here
