I put export TZ=US/Eastern in .bashrc. That apparantly solved the problem, if I type date I get the right date and time. But the interesting thing is that wmclock still gives me the wrong time and date. As to how this happened, I upgraded from Hoary to Breezy using dist-upgrade. It probably deleted some link it shouldn't have.
