Why do you need to teach KDE your timezone? It should work out of the
box. Time zone is a system function and not the resposibility of either
a window manager or DE. The timezone is set by either symlinking or
copying the appropriate file in /usr/share/zoneinfo to the file
/etc/localtime and all programs will display the time correctly unless
it is a very old program. For older programs to work, create a directory
called /usr/lib/zoneinfo and issue this command:

     ln -s /etc/localtime /usr/lib/zoneinfo/localtime
