wmaker provides the building blocks via an unlimited (?) number or 
workspaces. I remember that the Afterstep window manager used to have 
and external module called "pager" - I believe.. that lets you create a 
customizable grid of "sub-desktops" .. ie. you can define eg. four 
subdesktops of 3x3.. Maybe that code could provide an example and/or be 
adapted to wmaker.. don't think it provides keyboard navigation, 
though.. besides I'm not sure wmaker supports user-written external 
modules (?).. so seamless integration might be a problem.. Maybe we need 
a different patch than the one you had in mind - one that makes it 
possible to add your own custom code to wmaker as external modules 
rather than patches..???
