I'm with you.

Cyclists are always safer when they follow the vehicle code and the rules of the road everyone else follows (or should follow)....

If Jim is talking about a night-time maneuver, one can easily use battery-powered lights to make sure one stays visible while stopped at intersections.
In the daytime, wearing neon and lime-green/other hi-viz colors will ensure being seen.
