Thanks. So if the left-hand lane has traffic, cars will be forced to 
wait for the bicyclist to pull over, which no one will be happy 
about. Drivers are used to getting what they want, and bicyclists 
really don't want, and can't afford, to have drivers angry with them.

And since all traffic laws apply to everyone, will bicyclists also 
have to give each other 3' of space?

Let's get more creative. How about a 3' long bike "feeler" that sets 
off a special alarm whenever a vehicle touches it?
