The text of this law refers to "motor vehicles" specifically so no, the 3-foot passing clearance does not apply when cyclists are passing other cyclists. As for making drivers upset by forcing them to wait, I think that is a far more acceptable outcome than allowing unsafe passing. Cyclists are already required to pull over at the next safe opportunity if they are holding up 3 or more other road users (used to be 5) with no place to pass, but from my experience this is almost never the situation as the bulk of traffic is on multi-lane streets while less trafficked single-lane roads have plenty of openings to pass. This law is not the solution to everything, but it does offer cyclists more legal protection than they already have and gives drivers a very clear indication of what types of movements are unacceptable. If it ticks off a couple people in the process that is their problem, but with more and more cyclists on the streets these days I get the sense that drivers are becoming more respectful and careful in their habits. As for the 3-foot "feeler", I have actually heard of some cyclists trying that out with a long, styrofoam pole.
