There's no comparison between insulin and HGH.

HGH involes a much more complex metabolic feedback system, so has very involved adverse reactions when applied artificially in the loop of events.
Insulin is used to do something very direct - force glucose out of the blood, either into the muscle cells for energy or to store as fat.

Even HGH iven to one who needs it, has serious side effects.
