That appears to be what MH has in mind (based on past newsletters).

Of course, Moore's law doesn't actually apply to Project Gutenberg,
but perhaps saying so is catchier than just saying PG's collection
doubles every 18 months.

It sounds like the startpoint would be one of the 6 points that MH
gave in his message (i.e., the startpoint might be each of them in
turn), and the endpoint would be the current date, or a supplied date.

To me, it would make more sense to fit an exponential curve to the
available data, rather than extrapolate a specific curve from a single
data point.
