Because they aren't limiting content providers to established
publishers. Anybody with an Amazon account can register to upload
digital content and offer it for sale. There are established ebook
publishers who don't use ISBNs, and ISBNs technically aren't supposed
to be used for short works, although I understand some ebook
publishers are doing so.
For the sake of conformity, it makes sense, then, to utilize a non-
ISBN product number. The ISBN is still included in the link.
It's as pointless to second-guess why Amazon chose to go with an ASIN
that's not the ISBN as it is to automatically suspect there's some
nefarious reason for it. As long as the money goes into the bank
account, they can identify them in Klingon for all I care. ;-)
