I agree with either sentence. Broken links in internet archives are a
nuisance, and are a side effect of something originally deemed to be
useful.
There is another example of such undesirable side effects with
Highjackthis, a virus and spyware tracing tool, where people are told
to post a list of software running on their machine. After a while,
this posting creates a lot of indexed information that is just noise,
and the "signal" on actual viruses gets drowned and lost.
