Backwards compatibility. A PS2 will play PS1 games and DVD's.
The cheap reader uses a subset of functions the expensive reader uses.
It's the reader software, not the format that changes. It's really not
all that big a deal from a software standpoint. You just specify what
subset of functions the cheaper books must support. But if you move
the book to a more expensive reader, it magically becomes a "more
expensive reader" book. You can even have different subsets for
different purposes (education, pleasure reading, travel, etc).
