New to group and new to creating eBooks

Hello Everyone, 
I've been lurking and have some questions about the best or preferred 
method for creating eBooks.  Do you recommend PDF or a compiler?  I'm 
also wondering about granting buyers a money-back guarantee.  If they 
already have the PDF ebook, they can still keep the file long after 
getting their refund.  What are everyone's best known methods and 
experiences with selling eBooks and dealing with issues such as 
refunds?
