it's actually a badly written law which cannot be policed, like a lot of
things labour did.

You actually do not have to be caught downloading something illegal to be
dumped.  A company can claim you have, without any evidence that you did.
It also targets people who download a lot, without proving that what they
downloaded was illegal.  Very worrying for someone like me who downloads
over 500 mb a month of computer updates

Imagine being convicted of a crime without being given the chance to defend
yourself.  That is basically what this law does, it does not give anyone the
chance to say they didn't do.
