And this is how Orphan works ought to be handled. Any group that wants
to come into libraries and scan orphan works should be allowed to. And
they should all pay into a fund that reimburses authors and
illustrators. It's not like this stuff cannot be tracked. What to do
with the money that never gets collected? Now that's an interesting
conundrum that I have no desire to leave to congress.
