Your confidence in these abilities is not one I share. Nor 
do I understand the point about loss of information. It is 
payment for use of another's information that exercises 
those of us who look at the multitude of business models and 
licences in the industry.

I am not clear of the value of some documents, with 
technical involvement, tracking themselves  as a factor in 
the main argument; this is not a clincher for any system. 
Indeed all these things may be removed anyway, by the 
technically competent, or countered. No technology or 
contract replaces enforcement of law.

Again I want to draw your attention to the fact that this 
affects the whole world, and there is no case for the US 
determining changes in international agreements without 
negotiation. Google's tentacles spread far.
