I have great sympathy with your point about the commonness 
of names; I would only claim mine is more common than yours 
;-). Names also change more now than ever. Descendants of 
imigrants often change theirs in the first or second 
geneartion.

Then there are the married complications; not only do many 
women still adopt their husband's surname, but often men add 
their wife's surname to create a double barrelled effect, 
the wife may or may not add here husband's; children may 
have the double name or a single and may change that when 
they marry!

Some people choose to completely change their names - in the 
UK it is legal so long as there is no criminal intent 
without any record of the change being necessary [it is more 
normal to do it by 'Deed Poll', a simple legal document]. 
Criminal skills in covering tracks are legendary and the 
stuff of films, but many are traced nonetheless.

I continue to believe an enabling law for the purpose of 
genuine orphans is both adequate and safer than a blanket 
law. You only have to look at Google's way of trying it on 
over orphans to see the dangers inherent in permitting 
taking without proper investigation. But such law must 
include an agency to trace; as you rightly make clear the 
difficulties in some cases can be immense.
