If you're starting with a stock art piece and using a single piece of art,
making a cover can be done in PowerPoint or Paint or any other fairly
standard program. If you want something like merging images or turning them
into something that looks hand-painted, you need Photoshop or something
similar. If you need the paint feature, I can do that in my copy for you.
It's one of my favorite tools, and it would take me all of five minutes to
return all the possible/workable types to you to choose from. If you just
want a simple cover, I've made several. Here's some of my work...

But if you want something complex, I am not your person for it. I'd be
willing to help you get the art in shape and let you choose your font and
add it in whatever you have, if that sounds good to you.
