Money is "legal tender for all _debts_ public and private." But it is the store's decision whether to allow the creation of a debt in the first place. If she had already made a purchase on store credit and wanted to redeem the credit with cash, they would legally have to let her do that. But if she wanted to make a *new* purchase with cash, they would be quite within their rights to decline.
