I agree with you here. A formal policy is difficult to enact. Ebooks  
have challenges of their own that pbooks don't have. The basic rub is  
can you trust the reader to 1) not read and then return  
indiscriminately and 2) to delete the books they "return." Based on  
the other policies, which seem to be grounded in the idea that the  
customer is always right, maybe we should just trust them. Explain in  
simple terms that they will receive a refund minus a restocking fee  
(this pays the publisher/author cut) and they must, in return delete  
all copies of the book from their devices. You might, or might not, if  
you wish, offer a store credit rather than a cash refund; your call.

I don't think this is too difficult, but it does require that you 1)  
trust the customer and 2) track them to make sure they are not abusing  
the customer-centric return policy.
