I'm truly confused by what you see is wrong here. Authors assign rights; in many (though far from all) cases, authors choose one publisher for one territory (say the US) and another for a different territory (say the UK and related countries). India certainly has the same "problem" because they use the same types of contracts. 

Historically, the fact that there are different countries in different parts of the world that share a language (mostly an issue for English, French and Spanish) leads to this territorial approach.
