And as long as piracy is more profitable than the penalties.

What we don't need to waste is months of court time. Jail them, fine the hell out of them, take their property if any, and do it all inside a week based on one verifiable instance of commercial piracy.
If you knew one downloaded pirated movie/book/whatever would (not could, but would) cost you $500 or jail, would you do it?
I don't really expect any of that to happen, either. Just sayin'.

Then those authors are somewhat deluded or they aren't in it for money.
Thieves rather obviously won't and don't buy what they can steal.

It was too big sixty years ago and got even bigger.
Size isn't the issue.
Effectiveness is an issue.
Proper target acquisition is another issue.
Efficiency is a word they use in speeches and prohibit in the halls.
