Most ebook PUBLISHERS (not software providers) have no problem providing replacement ebooks if the reader can prove they've got a purchased copy, either by supplying a receipt, or having the book in the reader's online account at the publisher site. I've personally done this quite a few times when reader's have either lost book files, have a corrupted file or other reason for not being able to access their book.

Providing replacement copies is simply good customer service. Unfortunately, you can't legislate or force a company to provide it.
